On May 23, 2025, the Ministry of Science and Higher Education of the Republic of Kazakhstan held the first-ever Republican HR Forum, dedicated to human resource management in scientific and higher education institutions. The event took place at the Kazakh National Women's Teacher Training University (QyzPU) in Almaty.
The forum brought together HR professionals from research institutes, universities, and postgraduate education organizations from various regions of Kazakhstan, as well as HR management experts, university leaders, and faculty members.
The opening ceremony featured a welcome speech by Ainur Mirzabekova, Director of the Department for Personnel Management and Development at the Ministry, who also read a congratulatory letter from Minister Sayasat Nurbek:
“This forum is a vital platform for the development of the HR field within the system of science and education. It is aimed at enhancing modern HR policies and provides a unique opportunity for participants to exchange experiences, share best practices, and define new collaborative approaches to managing human capital. Human resources are the foundation of any organization’s success. Therefore, effective HR policy, attracting and retaining talented specialists, and creating conditions for their professional growth are our shared responsibilities.”
Acting Rector of QyzPU, Erkin Dusipov, noted in his speech that the forum would serve as a platform for discussing new strategies in human capital development and adapting HR processes to modern demands.
Key topics discussed included:
- Digitalization of HR processes in the academic environment,
- Formation of a talent pool,
- Implementation of effective motivational systems,
- Improving professional support systems for faculty members.
According to Yuliya Mikropulo, Director of the QyzPU HR Department:
“The forum brought together 78 representatives from 63 universities across the country. Participants exchanged experiences and discussed pressing issues in employment and HR policy. Particular attention was paid to qualification requirements and the limits of academic freedom. We received valuable feedback and outlined directions for future collaboration.”
Erkin Tastankulov, Director of the HR Department of Aktobe Regional University named after K. Zhubanov, also shared his thoughts:
“I’m very glad I had the opportunity to attend this forum in person. It is a high-level event grounded in the constitutional principle of the value of human resources. A quality education system starts with the development of human capital. As Kazakhstani universities improve, we must not fall behind technological progress. By enhancing the competencies of HR professionals, we pave the way for attracting highly qualified educators.”
This landmark event in Kazakhstan’s education and science system brought together HR professionals committed to the strategic development of human potential and the modernization of HR approaches in higher education.
