Head of State: I Propose Introducing an “Adal Azamat” Unified Educational Program

    • Head of State: I Propose Introducing an “Adal Azamat” Unified Educational Program

Today, at the plenary session of the August education conference, President of the Republic of Kazakhstan Kassym-Jomart Tokayev announced a number of key initiatives aimed at improving the national education system. One of the main announcements was the introduction of a unified educational and values-based program called “Adal Azamat” (“Honest Citizen”), which will be implemented in all schools, including private educational institutions.

“Starting this academic year, a single educational program – Adal Azamat – will be implemented in all general education institutions, including private ones. I also propose extending this project to universities that train future teachers,” said the President.

According to Tokayev, interest in the teaching profession has grown significantly in recent years. Last year, around 1,800 recipients of the 'Altyn Belgi' (the highest academic distinction in Kazakhstan) applied to pedagogical specialties, and this year that number has exceeded 2,000, accounting for nearly 23% of all Altyn Belgi holders. The President noted that this reflects the rising prestige of the teaching profession in society.

“Preparing a new generation of teachers is a vital task. This year, more than 13,000 state grants have been allocated for pedagogical programs. Over the past five years, the stipend for pedagogy students has doubled and starting from this academic year, it will reach 84,000 tenge. These measures are increasing young people’s interest in the teaching profession,” he emphasized.

The President also highlighted the need for teachers to continuously improve their professional qualifications. In a time of rapid scientific, educational, and technological change, it is not enough to rely solely on knowledge acquired at university.

“A teacher must constantly seek out new methods, improve their skills, and master techniques that engage and inspire students,” Tokayev said.

He pointed out that in developed countries, education serves as the foundation and driving force of the economy. Kazakhstan must study international best practices, but not blindly copy foreign models. Instead, the country should adapt the most effective practices to its own realities.

Tokayev stressed that any changes in educational standards, methodologies, or textbooks must undergo thorough expert review, as there is no room for error in this field — mistakes can have serious long-term consequences.

The President’s initiatives are aimed at enhancing the quality of education, elevating the status of the teaching profession, and raising the national system of values-based education to a new level.
